<br />January 17, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 17, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke. <br /> <br />17 - 38 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held at Churchland <br />Middle School, 4051 River Shore Road, 7:00 p.m., Tuesday, January 17, 2017 for the <br />purpose of a Community Meeting. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />The following concerns were discussed by citizens: <br /> <br />1. Friendlier process for business owners and for those opening a business. <br />Suggestion of a liaison that could help citizens with the process. <br /> <br />2. Concern with the conduct of a Councilmember at the January 10, 2017 City <br />Council meeting. <br /> <br />3. Update on transfer station. Elimination of Cavalier Manor as a site for the transfer <br />station. <br /> <br />4. Concern with 5 minute speaking limit at the Community Meeting. Modification of <br />City Council Order of Rules and Procedures that would prohibit the adding of items <br />to the agenda at the last minute. Expansion of public meeting forums on the <br />budget after it has been put in a more definite format. <br /> <br />5. Request for more City Council liaison reports. <br /> <br /> <br /> There was a consensus of City Council to have City Manager Patton look at the <br />feasibility of televising as many board and commission meetings as possible. <br /> <br />6. Concern with law enforcement policies and communication protocols. <br /> <br />7. Concern with crime in the City. <br /> <br />8. Importance of quality education and of Pre-K social and educational skills. <br /> <br />9. Interest Meeting event being held February 12, 2017, 4-6 p.m. at Kroger <br />Marketplace. <br /> <br />10. Importance of citizens getting involved with civic leagues. <br /> <br />11. Concern with lack of staff at the 911 Call Center. <br /> <br />12. Promise of fire station in the Truxton neighborhood. <br /> <br />13. Importance of giving back to the City. <br /> <br />14. Concern with various issues in the Merrifield neighborhood. <br /> <br />15. Concern with clogged ditches in the Cavalier Forest neighborhood. <br /> <br />16. Suggestions for youth activities and crime prevention. <br /> <br />17. Importance of internship program in the City. <br /> <br />18. Concern with personal usage of vehicles by Portsmouth Redevelopment and <br />Housing Authority employees. <br /> <br />19. Implementation of Six Learning Styles in the schools. <br /> <br />
