<br />November 22, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 22, 2016, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, *Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />16 - 351 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 22, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 352 - The following items were discussed in Public Work Session: <br /> <br />1. FY2016 Budget Update Final & FY2017 First Quarter Results - Alice Kelly, Chief <br />Financial Officer <br /> <br />2. Virginia International Gateway Lease Impact - Solomon Ashby, City Attorney <br /> <br />3. City Council Liaison Reports - <br /> <br />-Vice Mayor Psimas - <br /> <br /> Economic Development Authority report on Renaissance Hotel. <br /> <br />-Councilman Moody - <br /> <br /> Virginia Sports Hall of Fame Update. <br /> <br />-Councilman Whitaker - <br /> <br /> Advertising of in-house Counsel by Portsmouth Redevelopment and Housing <br />Authority. <br /> <br /> Asked that the legal fees of the law firm, hourly rate and gross amount paid to <br />that law firm, since Tim Oksman was City Attorney, be provided to City Council <br />at the next meeting. <br /> <br />16 - 353 - Motion by Ms. Psimas, and seconded by Mr. Cherry, to go into a Closed Meeting <br />pursuant subsection 2.2-3711 A.1 for the purpose of discussing and considering the <br />assignment, appointment, promotion, performance, demotion, salaries, disciplining, or <br />resignation of appointees, specifically regarding Council appointees. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Whitaker, Wright <br />Nays: Moody, Psimas <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Cherry, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened <br /> <br />were heard, discussed or considered in the closed meeting just concluded by the City <br />Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
