October 25, 2016 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 25, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Reverend John W. Cole, II, opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Dr. Edmonds, to approve the minutes of <br />a Called Meeting of October 11, 2016, and of a Regular Meeting of October 11, 2016, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> Chief Chapman recognized Detective Beth Shelkey recipient of the Portsmouth <br />Police Department Top Cop Award. <br /> <br /> <br /> Bernard Rotich introduced Deputy Governor Susan Kikwai of Kericho, Kenya. <br /> <br />- Public Hearing - <br /> <br />16-338 Public hearing on the proposed adoption of a resolution to request the <br />General Assembly to amend the present City Charter repealing Chapter 11 <br />Civil Service Commission, Sections 11.01-11.10. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />- - <br /> Unfinished Business <br /> <br />16 - 323 - Code amendment and use permits: <br /> <br />1.
