<br />October 25, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 25, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 334 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 25, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />General Assembly Delegation present: <br />Senator L. Louise Lucas <br />Delegate Matthew James <br />Delegate Stephen Heretick <br /> <br />16 - 335 - The following items were discussed in Public Work Session: <br /> <br />1. 2017 Legislative Package Presentation - Final - Sherri Neil, Intergovernmental <br />Affairs Manager <br /> <br />2. Legislative Discussion - Joint meeting with General Assembly Delegation <br /> <br /> Senator Lucas suggested that City Council introduce the payday lending item <br />giving localities the authority to set a cap based on the socio economics of that <br />locality be introduced as a policy statement rather than legislation. <br /> <br />3. City Council Liaison Reports - <br /> <br />-Deferring Health Reimbursement Arrangement discussion - <br /> <br /> Majority of City Council agreed to continue to have staff reduce the HRA <br />funding scale by 25%. <br /> <br />-Mayor Wright - <br /> <br /> Hampton Roads Transportation Accountability Commission Update. <br /> <br />-Councilman Moody - <br /> <br /> When bulk refuse would be back on schedule. <br /> Dr. Patton informed City Council that on October 31, 2016 bulk refuse will <br />o <br />be back on schedule. <br /> <br />-Mayor Wright - <br /> <br /> Residential damage assessments. <br /> Chief Bonnette informed City Council that citizens can still fill out forms for <br />o <br />Federal Emergency Management Agency (FEMA) assistance. <br /> <br />-Councilman Whitaker - <br /> <br /> Asked for an update on the Greater Portsmouth Development Corporation <br />(GPDC). <br /> City Attorney Ashby informed City Council that Attorney Johan Conrod <br />o <br />would contact the City Attorney’s Office once he has spoken to Attorney <br />Askew and also received a hearing date from the courts. <br /> <br />16 - 336 - Motion by Ms. Psimas, and seconded by Mr. Cherry, to go into a Closed Meeting <br />pursuant subsection 2.2-3711 A.7 and 2.2-3711 A.3 for the purposes of consulting with <br />legal counsel employed by the City on specific matters requiring the provision of legal <br />advice by such counsel and discussing the disposition of publicly held real property where <br />discussion in an open meeting would adversely affect the bargaining position or <br />negotiating strategy of the public body, specifically regarding the Afton Green <br />development, 4300 George Washington Highway & 0 George Washington Highway (Tax <br />Parcels 0461-0080, 0090, 0100, and 0110); and <br /> <br /> <br /> <br /> <br /> <br />
