January 27, 1987 "For a number of years, City Council has taken the position ~hat the N. F. & D. Railroad Line located in Ch~rchland should be relocated to the median of the Western Freeway._ With the first phase of the Western Freeway now under construction it is imperative that action be taken now to ensure that the rail line is relocated at the least possible cost. Attached for your consideration is a resolution prepared by the City Attorney which addresses the major pomnts. In addition, the resolution requests that the Portsmouth General Assembly intro- duce and support legislation ensuring the reloc~.tion of the rail line by appropriating the funds necessary to ac(:omplish this urgent ly needed public improvemenT." On motion of Mr. Gray and seconded by Mrs. Webb, the fellowing resolution was adopted, and by the following vote: "A RESOLUTION EXPRESSING THE COUNCIL'S SUP]~ORT FOR THE RELOCATION OF THE EXISTING RAILROAD LINE T( THE MEDIAN OF THE WESTERN FREEWAY AND REQUESTING THE ENERAI ASSEMBLY OF VIRGINIA TO TAK~ SUCH STEPS AS MAY BE NECESSARY rO ASSURE~,iNITIATION AND COMPLETION OF THE RELOCATION PROJECT.
