<br />October 11, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 11, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, *Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 319 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 11, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 320 - The following items were discussed in Public Work Session: <br /> <br />1. 2017 Legislative Package Presentation - Draft - Sherri Neil, Intergovernmental <br />Affairs Manager <br /> <br /> Councilman Whitaker asked that language be included in the payday lending item <br />giving localities the authority to set a cap based on the socio economics of that <br />locality. <br /> <br /> City Council asked that Sherri Neil, Intergovernmental Affairs Manager, contact <br />localities similar to Portsmouth and request that language be included in the <br />payday lending item giving localities the authority to set a cap based on the socio <br />economics be included in their legislative packages. <br /> <br /> Councilman Whitaker asked City Attorney Ashby if an ordinance and/or charter <br />change would give a citizen standing to sue if procedures are not being followed <br />as part of the Minority and Women Business (WMBE) Enterprise Policy and <br />Program. <br /> <br />2. Retirement Code Updates - Alice Kelly, Chief Financial Officer <br /> <br /> Councilman Moody asked that City Council receive minutes from the <br />Supplemental Retirement Board meetings. <br /> <br /> Vice Mayor Psimas asked that Staff look into eliminating City Council from <br />retirement or having new members become part of the Virginia Retirement System <br />(VRS). <br /> <br />3. Retirement Open Enrollment Period/HRA Funding Recommendations - Elizabeth <br />Gooden, Human Resource Management Director <br /> <br /> City Council recommended that Staff reduce the HRA funding scale by 25% a year. <br /> <br />4. City Council Liaison Reports - <br /> <br />-Vice Mayor Psimas - <br /> <br /> Reminded City Council members to wear pink sweatshirts in honor of Breast <br />Cancer Awareness month at the October 25 meeting. <br /> <br />-Councilman Cherry - <br /> <br /> Informed citizens and City Council of the Comprehensive Plan public meetings <br />for input on November 10, 2016, 12-1:30 p.m. at Tidewater Community College <br />and 6:30-8 p.m. at Churchland High School. <br /> <br /> On motion, meeting adjourned. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
