September 13, 2016 <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager be, and she hereby is, <br />authorized to execute and deliver on behalf of the City a Post-2018 Agreement in <br />substantially the form approved by the SPSA Board of Directors; provided however, that <br />the Post-2018 Agreement shall contain a clause expressly providing that in the event a <br />Development Agreement for SPSA’s construction of a Transfer Station in Portsmouth <br />on terms acceptable to the City of Portsmouth is not executed by all parties by January <br />31, 2017, the City shall have the right to terminate the Post-2018 Agreement without <br /> <br />penalty.” <br /> <br /> <br /> Mayor Wright spoke on the following: <br /> <br /> <br /> Wilson Ward Civic League Community Day event to raise funds for school <br />supplies for Douglas Park Elementary. <br /> <br /> Community Day at Calvary Baptist Church. <br /> <br /> Third Baptist Church Family and Friends Day. <br /> <br /> Installing of Pastor William Epperson as the new pastor of First Baptist Church, <br />Elm Avenue. <br /> <br />th <br /> 75 Anniversary of Zeta Iota Chapter of the Omega Psi Phi Fraternity. <br /> <br /> Dr. Whitaker asked City Attorney Ashby to give an update on the Women/Minority <br /> <br />Business Enterprise (W/MBE) policy additions submitted by City Council. <br /> <br /> <br /> City Attorney Ashby informed citizens and City Council that two versions of the edits <br />made to the W/MBE policy had been returned to City Council and he was waiting on <br />direction from City Council on how to proceed. <br /> <br />Motion by Dr. Whitaker to add an item to the agenda and this motion failed due to <br />the lack of a second. <br /> <br /> <br /> There was a consensus of City Council to have City Attorney Ashby remove the <br />small business component from the W/MBE policy as well as additional items that <br />were submitted. <br /> <br /> <br /> For clarification City Attorney Ashby asked if City Council wanted the edited version <br />that contained both strikeouts and additions and Mayor Wright informed him that that <br />was correct. <br /> <br /> Vice Mayor Psimas spoke on the following events: <br /> <br /> <br /> Night Hawk basketball every Friday and Saturday night, 10 p.m.-1 a.m. at <br />Cavalier Manor Recreation Center for those 18-27 years of age. <br /> <br /> Portsmouth Redevelopment and Housing Authority Job and Career Fair, <br />Wednesday, September 14, 2016, 10 a.m.-2 p.m. at the Portsmouth <br />Neighborhood Facility, Elm Avenue. <br /> <br /> Law Enforcement Pro Active Day, Saturday, September 17, 2016 at the <br />Children’s Museum, Kroger Parking lot and the Portsmouth Art and Cultural <br />Center from 10 a.m.-1 p.m. <br /> <br />th <br /> 8 Annual Women in Public Service Conference, September 21 and 22. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to add an item to the <br />agenda to remove the rule for fining City Council members, and was denied by the <br />following vote: <br /> <br />Ayes: Meeks, Moody, Psimas <br />Nays: Cherry, Edmonds, Whitaker, Wright <br /> <br /> Mayor Wright gave an update on the fishing pier and upcoming ribbon cutting on <br /> <br />Monday, September 19, 2016, 10 a.m., at City Park. <br /> <br /> Mr. Moody reminded citizens of the Community Meeting, Monday, September 19, <br /> <br />2016 at Woodrow Wilson High School. <br /> <br />16 - 289 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br /> <br /> <br />
