<br />September 13, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 13, 2016, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 279 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 13, 2016 for <br />the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 280 - The following items were discussed in Public Work Session: <br /> <br />1. Tidewater Community College (TCC) Provost - Dr. Michelle Woodhouse, Provost, <br />TCC <br /> <br />2. 2017 Development of Legislative Packages - Sherri Neil, Manager of <br />Intergovernmental Affairs <br /> <br />3. Engineering Projects Update - James Wright, City Engineer <br /> <br /> <br /> Vice Mayor asked that a presentation be given at the next Public Work Session on a <br />report with regards to printing that was sent to City Council. <br /> <br />4. City Council Liaison Reports - <br /> <br />-Councilman Edmonds - <br /> <br /> Update on Hampton Roads Regional Jail Staff changes. <br /> <br />-Mayor Wright - <br /> <br /> Update on dissolution of the Greater Portsmouth Development Corporation <br />(GPDC). <br /> City Attorney Ashby informed City Council that he was still waiting on <br />o <br />outstanding documents requested to begin the process to determine on <br />how best to lay claim to and identify funds due and owed to the City. <br /> Mayor Wright asked that a comprehensive list of every transaction with <br />o <br />regards to GPDC be made available to City Council. <br /> Mayor Wright asked that there be a joint meeting with GPDC, Portsmouth <br />o <br />Partnership and City Council. <br /> <br />16 - 281 - Motion by Mr. Cherry, and seconded by Dr. Whitaker, to go into a Closed <br />Meeting pursuant subsection 2.2-3711 A.7 for the purpose of consulting with legal <br />counsel employed by the City on specific matters requiring the provision of legal advice <br />by such counsel, specifically regarding the City Attorney’s regular report to City Council <br />on the activities of his office; and <br /> <br /> pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the City, specifically regarding David R. Tynch v. Greater Portsmouth Development <br />Corporation, filed in Portsmouth Circuit Court as Case Number CL16002723-00; and <br /> <br />pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the City, specifically regarding potential claims by the Estate of William Chapman; <br />and <br /> <br /> <br /> <br /> <br /> <br />
