<br />August 9, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 9, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 245 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 9, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 246 - The following items were discussed in Public Work Session: <br /> <br />1. Introduction of Police Department Assistant Chiefs - Dr. Patton, City Manager <br /> <br />2. Comprehensive Plan Update - Bob Baldwin, Planning Director / Brian Swets, <br />Planning Administrator <br /> <br />3. Living Wage Overview - Elizabeth Gooden, Human Resources Director <br /> <br />-Mayor Wright asked that data be brought back to outline where employees with <br />the lowest wages fit into the benchmarks set by the Massachusetts Institute of <br />Technology (MIT) living wage calculator. <br /> <br />-Councilman Moody asked that information be brought back on the impact the <br />living wage has had on the budgets of cities that have implemented a living <br />wage. <br /> <br />4. Engineering Updates - James Wright, City Engineer <br /> <br />-Seawall Replacement Project <br /> <br />-Boat Ramp <br /> <br />-Fishing Pier <br /> <br />-Pokey Smokey <br /> <br />-Churchland Bridge <br /> <br />5. Recognition of Bill Luther former Entertainment Manager for the City of Portsmouth - <br />Dr. Patton, City Manager <br /> <br />6. City Council Liaison Reports - <br />- <br />Vice Mayor Psimas - <br /> <br /> Provided a report on the Military Affairs Cutter Run and Coast Guard Birthday <br />Celebration. <br /> <br /> City tour with the Command Master Chiefs by Economic Development. <br /> <br />16 - 247 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed <br />Meeting pursuant subsection 2.2-3711 A.7 for the purpose of consultation with legal <br />counsel pertaining to actual or probable litigation where such consultation in open <br />meeting would adversely affect the negotiating or litigating posture of the City, <br />specifically regarding City of Portsmouth v. South Norfolk Jordan Bridge, LLC, filed in <br />Portsmouth Circuit Court as Case Number CL15002064-00 and 01; and <br /> <br />pursuant to Virginia Code subsections 2.2-3711 A.6 and A.29 for the purpose of <br />discussing the award of a public contract involving the expenditure of public funds and <br />the investment of public funds where competition or bargaining is involved, where <br />discussion in an open session would adversely affect the bargaining position or <br />negotiating strategy of the City and the financial interest of the City, specifically <br />regarding existing and potential future contractual relationships with the Southeastern <br />Public Service Authority for post -2018 waste disposal services and the construction of <br />a transfer station. <br /> <br /> <br /> <br />
