<br />July 26, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, July 26, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, *William E. Moody, Jr., <br />Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, *Dr. Mark M. Whitaker, <br />City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 228 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 26, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 229 - The following items were discussed in Public Work Session: <br /> <br />1. Introduction of City Attorney Office Staff - Solomon Ashby, City Attorney <br /> <br />2. Portsmouth Public School Year End - Alice Kelly, Chief Financial Officer <br /> <br /> Councilman Moody asked that Superintendent Bracy provide something in <br />writing indicating that the $600,000 would be used for paraprofessionals in <br />kindergarten classrooms. <br /> <br /> Councilman Whitaker asked that Superintendent Bracy, in the future, include the <br />activities budget in the re-appropriation. <br /> <br />3. Social Services Overview - Pamela Little-Hill, Director of Social Services <br /> <br /> Councilman Cherry asked that organizations providing services in the City come <br />together to identify those services that are duplicated for cost effectiveness. <br /> <br />4. Behavioral Healthcare Services Overview - Elaine Breathwaite, Director of <br />Behavioral Healthcare Services <br /> <br />5. Fishing Pier Report Update - James Wright, City Engineer <br /> <br /> Mayor Wright suggested that nonresidents and those with businesses be <br />charged to use the boat ramp. He also suggested a person be placed at the boat <br />ramp site to monitor boaters. <br /> City Manager Patton informed City Council and citizens that she would come <br />o <br />back with a plan on both suggestions. <br /> <br />6. Pokey Smokey Train Update - James Wright, City Engineer <br /> <br />7. Sink Hole on Effingham Street Update - James Wright, City Engineer <br /> <br />8. Flooding on Washington Street - Councilman William Moody <br /> <br /> Councilman Moody asked that a sign be placed on Washington Street to inform <br />citizens of the flooding issue. <br /> <br />9. City Council Liaison Reports - <br />- <br />Councilman Whitaker - <br /> <br /> Provided an update on the Portsmouth Redevelopment and Housing <br />Authority meeting. <br /> <br /> Mayor Wright asked that City Attorney Ashby provide a ledger of every piece <br />of property acquired by the Greater Portsmouth Development Corporation <br />(GPDC), the amount of money spent, how the property was purchased, <br />where the funds are now and all financial documents. He also asked that an <br />ad hoc committee be put together, if necessary, to review GPDC documents. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
