<br />July 12, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, July 12, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, Dr. Curtis <br />E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />16 - 208 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 12, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 209 - The following items were discussed in Public Work Session: <br /> <br />1. Cultural Arts District - Nancy Perry, Director of Museums <br /> <br />2. Information Technology and Infrastructure Overview - Daniel Jones, Director of <br />Information and Technology <br /> <br /> Mayor Wright asked that Daniel Jones, Director of Information Technology, and <br />Dr. Patton, City Manager, come back with an update on the use of Urban Area <br />Security Initiatives (UASI) funding for regional bandwidth. <br /> <br />3. 801 Water Street Briefing - James Wright, City Engineer <br /> <br /> Mayor Wright asked that City Manager Patton come back with a report on what is <br />needed by public safety to ensure the best use of a public safety facility. <br /> <br /> Vice Mayor Psimas suggested a retreat be planned for February or March 2017 <br />to discuss critical items. <br /> <br />4. Retirement Tax Requirement - Alice Kelly, Chief Financial Officer <br /> <br />5. Adopted Budget Discussion - Councilman Paige Cherry <br /> <br />6. Greater Portsmouth Development Corporation (GPDC) update - Solomon Ashby, Jr., <br />City Attorney <br /> <br />16 - 210 - Motion by Mr. Cherry, and seconded by Dr. Edmonds, to go into a Closed <br />Meeting pursuant to Virginia Code 2.2-3711 A.7 for the purpose of consultation with <br />legal counsel pertaining to actual or probable litigation, where such consultation in open <br />meeting would adversely affect the negotiating or litigating posture of the City, <br />specifically regarding City of Portsmouth v. South Norfolk Jordan Bridge, LLC, filed in <br />Portsmouth Circuit Court as Case Number CL15002064-00 and 01; and <br /> <br /> pursuant to Virginia Code subsection 2.2-3711 A.19 for the purpose of <br />discussion, reports and plans related to the security of facilities, buildings and structures <br />within the City of Portsmouth and the safety of persons using such facilities, buildings <br />and structures over the next thirty days; and <br /> <br /> pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions; <br />and <br /> <br /> pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel employed or retained by a public body regarding specific <br />legal matters requiring the provision of legal advice, specifically regarding the <br />Portsmouth Redevelopment and Housing Authority; and <br /> <br /> <br /> <br /> <br /> <br /> <br />
