June 28, 2016 <br /> <br />WHEREAS, <br /> the SPSA Board of Directors upon the execution of the Use and <br />Support Agreement, will enter into a Collaborative Devlopment Agreement with the City <br />for the construction of a transfer station within the geographical limits of the City of <br />Portsmouth <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it is the intent of the City of Portsmouth to remain a member of SPSA <br />contingent upon SPSA entering into a Collaborative Development Agreement for the <br />construction of a Portsmouth Transfer Station. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager be, and she hereby is, <br />authorized to execute and deliver on behalf of the City a Collaborative Development <br />Agreement with SPSA for the construction of a Portsmouth Transfer Station within the <br />geographical limits of the City of Portsmouth. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager be, and she hereby is, <br />authorized to execute and deliver on behalf of the City a Post-2018 Use and Support <br />Agreement in substantially the form approved by the SPSA Board of Directors <br />contingent upon the execution of identical Use and Support Agreements by a sufficient <br />number of Member Localities to effect the selected disposal method with RePower <br />South at an initial tipping fee cost to the Member Localities of less than $65.00 per ton <br /> <br />of municipal solid waste.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas <br />Nays: Whitaker <br /> <br /> Mr. Moody asked that staff come back with information on the Request for Proposal <br /> <br />process as it relates to the City Code. <br /> <br /> Dr. Whitaker spoke on the following: <br /> <br /> <br /> Asked for update from City Attorney Ashby regarding the Greater Portsmouth <br />Development Corporation (GPDC). <br /> City Attorney Ashby informed citizens and City Council that he would be <br />o <br />providing an update at the next meeting on GPDC and the Holiday Inn site. <br /> <br /> Asked for an update from City Manager Patton on the minority contract. <br /> City Manager Patton informed citizens and City Council that the contracting <br />o <br />policy first draft would be received July 13, 2016. <br /> City Manager Patton provided an update on her findings on GPDC and also <br />o <br />would be providing an update on funds for Holiday Inn site at the next <br />meeting. <br /> <br /> Asked City Manager Patton for an update on the Virginia Retirement System <br />negotiations. <br /> City Manager Patton informed citizens and City Council that she would be <br />o <br />providing an update and that the amount the City is responsible for has been <br />reduced. <br /> <br /> Vice Mayor Psimas spoke on the following: <br /> <br /> <br /> Portsmouth Fire and Emergency Services Team receiving the 2016 Tidewater’s <br />Outstanding EMS Agency Award. <br /> <br /> Paul Fraim’s last City Council meeting as the Mayor, City of Norfolk and <br />welcomed Senator Kenneth Alexander as the new Mayor, City of Norfolk. <br /> <br /> Sunset Thursday starting at 6:30 p.m. at Portside. <br /> <br /> Thursday, 6-8 p.m., police officers will be going door to door as part of the <br />Community Engagement Opportunity (CEO) in the Cavalier Manor <br />neighborhood. <br />st <br /> <br /> 1 Friday concert at High and Court Streets. <br />st <br /> <br /> States of War exhibit at the Cultural Arts Center starting the evening of July 1. <br />st <br /> <br /> 1 weekend flea market at the Middle Street parking garage. <br /> <br /> Olde Towne Farmer’s Market at High and Court Street. <br /> <br /> Cradock Children’s Bike Parade and Patriotic celebration, 10 a.m., Monday, July <br />st <br />1 at Afton Square. <br />th <br /> <br /> Fireworks, Monday, July 4, 9:30 p.m., downtown waterfront. <br /> <br /> <br /> <br /> <br />
