February 4, 1987 <br /> <br /> At a special meeting of the City Council held on Wednesday, <br />February 4, 1987, there were present: <br /> <br />James ~. Holley, III, Jack P. Barnes, B. G. Corprew, Jr., <br />J. Robert Gray, L. Louise Lucas, J. Herbert Simpson, <br />Gloria O. webb. <br /> <br />87-40 - The following call for the meeting was submitted: <br /> <br /> "Please attend a special meeting of the City Council to be <br />held at the Bull and Bear Club, James Center, 901 Bast Cary Street, <br />Richmond, Virginia, at 6:30 p.m. on Wednesday, February 4, 1987 for <br />the purpose of meeting with the Portsmouth Delegation to the General <br />Assembly to discuss legislative matters. <br /> <br />By the order of the Mayor." <br /> <br /> Mayor Holley welcomed The Honorable Gerald L. Baliles, Governo~ <br />of the Commonwealth of Virginia, The Honorable A. L. Philpott, <br />House of Delegates Speaker, The Honorable John S. Joannou, The <br />Honorable William S. Moore, Jr., The Honorable Kenneth R. Melvin, <br />and The Honorable Eva S.
