<br />June 14, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 14, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, Dr. Curtis <br />E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 178 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 14, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 179 - The following items were discussed in Public Work Session: <br /> <br />1. Introduction of Vincent Jones, Deputy City Manager - Dr. L. Pettis Patton, City <br />Manager <br /> <br />2. Golf Fund Update - Alice Kelly, Chief Financial Officer <br /> <br />-Councilman Cherry asked that information be brought back at a later date on <br />how much golf is being played by youth associations and non-profits and also <br />wanted a breakdown of the demographics. <br /> <br />3. Health Department Update - Dr. David Chang, District Health Director <br /> <br />-Councilman Whitaker asked that City Manager Patton come back with ways to <br />implement a livable wage. <br /> <br /> City Manager Patton informed City Council that she would bring back an <br />update on the initiative that has been started for employees. <br /> <br />-Councilman Whitaker asked that City Attorney Ashby provide information on any <br />legal ramifications of implementing a livable wage for not only employees but <br />privately also. <br /> <br />4. Mosquito Prevention Campaign - Dr. David Chang, District Health Director <br /> <br />5. Request for Proposal for Waste Management - Mike Ammons, Purchasing <br />Administrator <br /> <br />16 - 180 - Motion by Ms. Psimas, and seconded by Dr. Whitaker, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.7 of the Code of Virginia, for the <br />purpose of consultation with legal counsel pertaining to actual or probable litigation, <br />where such consultation in open meeting would adversely affect the negotiating or <br />litigating posture of the City, specifically regarding City of Portsmouth v. South Norfolk <br />Jordan Bridge, LLC, filed in Portsmouth Circuit Court as Case Number CL15002064-00 <br />and 01; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of <br />discussing and considering prospective candidates for and appointees to boards and <br />commissions; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel employed or retained by a public body regarding specific <br />legal matters requiring the provision of legal advice, specifically related to Article V of <br />Chapter 12 of the Portsmouth City Code (“Public Procurement”); and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.1 regarding a personnel <br />issue involving the Virginia Retirement System. <br /> <br /> <br /> <br /> <br /> <br /> <br />
