<br />May 24, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 24, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. <br />Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />16 - 156 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 24, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 157 - The following items were discussed in Public Work Session: <br /> <br />1. Hazmat Truck Visitation - Dr. L. Pettis Patton, City Manager <br /> <br />2. Fire, Rescue, and Emergency Services Update - Fire Chief Dwayne Bonnette <br /> <br />3. Summer Recreation and Leisure Services Programs - Mark Furlo, Director of Parks, <br />Recreation and Leisure Services <br /> <br />4. Commercials for Portsmouth - LaVoris Pace, Deputy City Manager <br /> <br />5. Upcoming Southeastern Public Service Authority (SPSA) meeting - Cheran Cordell, <br />Deputy City Attorney <br /> <br />-Mayor Wright asked for and received consensus from City Council to allow <br />Cheran Cordell, Deputy City Attorney to vote on the following items as a member <br />of the SPSA Board: <br /> <br /> Allow SPSA to sign off on all use and support agreements that other localities <br />have signed and returned to SPSA. <br /> <br /> Allow SPSA to proceed and do the final waste supply contract with RePower. <br /> <br />-Dr. L. Pettis Patton, City Manager, provided an update on the Waste <br />Management Request for Proposal (RFP). <br /> <br />6. Advanced Sick Leave Program Update - Dr. L. Pettis Patton, City Manager <br /> <br />7. Insurance Purge Update - Dr. L. Pettis Patton, City Manager <br /> <br />-Councilman Whitaker asked for a report on how much was outstanding and also <br />how much has been collected from those that were receiving benefits from the <br />City but were no longer employees. <br /> <br />8. Discussion on bonuses for retirees <br /> <br />16 - 158 - Motion by Mr. Cherry, and seconded by Dr. Whitaker, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.7 of the Code of Virginia, for <br />purpose of a briefing by staff members and consultation with legal counsel pertaining to <br />actual or probable litigation, where such briefing or consultation in open meeting would <br />adversely affect the negotiating or litigating posture of the City, specifically regarding <br />potential claims by and related to the Virginia Retirement System; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the City, specifically regarding the relocation of the Confederate monument at the <br />intersection of Court Street and High Street. <br /> <br /> <br /> <br /> <br /> <br /> <br />
