May 10, 2016 <br />Ayes: Cherry, Edmonds, Meeks, Whitaker, Wright <br />Nays: Moody, Psimas <br /> <br />16 - 150 - Items Submitted by Council Members <br /> <br />Adoption of a resolution authorizing the City Manager to execute an <br />agreement with the Southeastern Public Service Authority (SPSA) for the use and <br />support of a regional solid waste disposal system, conditioned upon SPSA and <br />the City entering into a Collaborative Development Agreement with regard to the <br />development of a new Portsmouth Transfer Station and subject to a sufficient <br />number of member localities entering into an identical Use and Support <br />Agreement to effect the selected waste disposal method at an initial tipping fee <br />cost of less than $65 per ton for the disposal of municipal solid waste. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to defer this item to the <br />June 14, 2016 City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: Cherry, Edmonds <br /> <br /> Motion by Mr. Meeks, and seconded by Mr. Moody, to add an item to the <br />agenda, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Psimas, to direct the City Manager <br />to submit a Request for Proposal (RFP), per state code and local ordinance, for solid <br />waste disposal as an option to the SPSA Proposal, and was adopted by the following <br />vote: <br /> <br />1. Terry Gossage, 247 Douglas Avenue, wanted clarification on what City Council was <br /> directing the City Manager to do. <br /> <br />2. Joann Clarke, 4717 Thornwood Street, spoke in support of this item. <br /> <br />3. Cathy Revell, 422 Crawford Street, spoke in support of this item. <br /> <br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />5. Coleman Young, 602 North Street, asked that City Council to continue to look at <br /> regional support. <br /> <br />6. Randy Bailey, 200 Maryland Avenue, spoke in support of this item. <br /> <br />7. Dottie Wyatt, 99 Channing Avenue, spoke in support of this item. <br /> <br />Ayes: Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: Cherry, Edmonds <br /> <br /> Dr. Whitaker read into the record the following audit finding concerns regarding the <br /> <br />recycling program and Craney Island Landfill: <br /> <br />“Internal control issues: <br /> <br />1. No instrument in place to measure the tonnage of outgoing and incoming trucks as <br />required by the contract (no scale at the site) <br />a. The City was solely relying on tonnage receipts and tonnage reports from <br />Recycling and Disposal Solutions (RDS). So we were paying RDS for bulk trash <br />without reconciling what we paid with what we sent. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
