<br />May 10, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 10, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 143 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 10, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 144 - The following items were discussed in Public Work Session: <br /> <br />1. Portsmouth Public Schools Third Quarter Financial Update - Brittany Dortch, Interim <br />Chief Financial Officer <br /> <br /> Councilman Whitaker asked that City Manager Patton come back with ways to <br />combat low high school attendance. <br /> <br />2. Budget Discussion - <br /> <br />-Councilman Whitaker - <br /> <br /> Elimination of funding for the Sports Hall of Fame. <br /> <br />16 - 145 - Motion by Ms. Psimas, and seconded by Mr. Meeks, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.6 and A.29 of the Code of <br />Virginia, for the purpose of discussing the award of a public contract involving the <br />expenditure of public funds and the investment of public funds where competition or <br />bargaining is involved, where discussion in an open session would adversely affect the <br />bargaining position or negotiating strategy of the City and the financial interest of the <br />City, specifically regarding existing and potential future contractual relationships with the <br />Southeastern Public Service Authority for waste disposal services and the construction <br />of a transfer station; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where <br />such consultation in open meeting would adversely affect the negotiating or <br />litigating posture of the City, specifically regarding Virginia International Gateway, <br />Inc. v. City of Portsmouth, Virginia, Portsmouth Circuit Court case number CL <br />16001427-00; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel employed by the City as to a matter requiring the <br />provision of legal advice by such counsel, specifically regarding representation <br />by the law firm McGuireWoods LLP. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> Mr. Moody was opposed to the discussion of the Southeastern Public Service <br /> <br />Authority (SPSA). <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Meeks, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> <br /> <br /> <br /> <br />
