April 26, 2016 <br /> <br />Background: <br /> <br /> The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br /> <br />Discussion: <br /> <br /> All expenditures must qualify under the grant guidelines. <br /> <br /> This funding is instrumental in developing hazardous materials response <br />capabilities for Portsmouth’s Hazardous Materials Team; lead City for the Southside <br />Regional Hazardous Materials Team. <br /> <br />Financial impact: <br /> <br /> These grant funds require no cash match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Sustainable Neighborhoods. <br /> <br />Next Steps Following Council Action: <br /> <br /> Move forward to achieve grant goals. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A HAZ-MAT TEAM ENHANCEMENT GRANT IN THE <br />AMOUNT OF $70,000 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY <br />MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2015-16 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES.” <br /> <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />16 - 136 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />16 - 137 - Items Submitted by Council Members <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Meeks, to add an item to the <br />agenda, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to terminate the City Auditor <br />effective immediately per the terms of his contract, and was adopted by the following <br />vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas <br />Nays: Whitaker, Wright <br /> <br /> Dr. Whitaker asked for but did not receive consensus from City Council to have the <br /> <br />issue of the Virginia Retirement System investigation forwarded to the <br />Commonwealth’s Attorney Office and the State Bureau of Investigation. <br /> <br />16 - 138 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br /> <br /> <br /> <br /> <br /> <br />
