<br />At a Regular Meeting of the City Council on Tuesday, April 26, 2016, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City
<br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Reverend Michael L. Williams opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a
<br />Called Meeting of April 11, 2016, of a Called Meeting of April 12, 2016, and of a Regular
<br />Meeting of April 12, 2016, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />
<br /> Presentation of proclamation to the I. C. Norcom Boys’ Basketball Team on winning
<br />the State Championship.
<br />
<br />- Public Hearing -
<br />
<br />16-132 Public hearing to solicit citizen comments on the Annual
<br />Action Plan.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the amount of
<br />funding for the Sportsplex.
<br />
<br />16-133 (a) Public hearing to consider the Annual Operating Budget
<br />for FY2017.
<br />
<br />1. Pam Kloeppel, 501 Elizabeth Place, voiced her concern with the cuts in public safety.
<br />
<br />2. Robert Turner, 4313 Templar Drive, asked that retirees receive ½ the bonus amount
<br />being proposed for employees.
<br />
<br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the School
<br />board not asking for funding to reduce classroom sizes and for educational
<br />assistance He also voiced his concern with the money being transferred under the
<br />heading payment in lieu of taxes from the Water Fund.
<br />
<br />4. Melvin Parker, 5804 Waldon Road, Suffolk, asked that retirees receive ½ the bonus
<br />amount being proposed for employees.
<br />
<br />5. Vantoria Clay, 6300 East Virginia Beach Boulevard, Virginia Beach, thanked City
<br /> Council for the continued funding for the Endependence Center.
<br />
<br />6. Garland Alexander, 2913 Tarnbark Lane, asked that retirees receive ½ the bonus
<br />amount being proposed for employees.
<br />
<br />7. Jack Bray, 342A Maryland Avenue, asked that the budget process be more inclusive
<br /> of citizens.
<br />
<br />(b) Public hearing on recommended 2017-2021 Capital
<br />Improvement Program.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the absence of
<br /> allocation for continuing sewer and water line replacements.
<br />
