April 26, 2016 At a Called Meeting of the City Council on Tuesday, April 26, 2016, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 16 - 129 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, April 26, 2016 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 16 - 130 - The following items were discussed in Public Work Session: 1. Historic Preservation Commission Appeal Motion by Ms. Psimas, and seconded by Mr. Meeks, to approve a request to replace slate roofing with architectural grade shingles at 120 Mount Vernon Avenue, and was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 2. Quarterly Financial Update - Alice Kelly, Chief Financial Officer  Mayor Wright asked that Staff come back with what the additional costs would be to give retirees 50% of the proposed bonus for employees. 3. City Council Liaison Reports - -Mayor Wright -  Informed City Council and citizens of a letter he received from Wheelabrator for an unsolicited bid which was given to City Attorney Ashby and City Manager Patton. -Vice Mayor Psimas -  Congratulated Mayor Wright on State of the City speech. 16 - 131 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 A.6 and A.29 of the Code of Virginia, for the purpose of discussing the award of a public contract involving the expenditure of public funds and the investment of public funds where competition or bargaining is involved, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the City and the financial interest of the City, specifically regarding existing and potential future contractual relationships with the Southeastern Public Service Authority for waste disposal services; and pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consulting with legal counsel employed by the City on specific matters requiring the provision of legal advice by such counsel, specifically regarding potential claims related to the Virginia Retirement System; and pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing assignment, appointment, promotion, performance, demotion, and salaries of employees of a public body, and evaluation of performance of department where such evaluation will necessarily involve discussion of the performance of specific individuals, specifically regarding realignment within the Fire Department.
