<br />April 12, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, April 12, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, *Dr. Curtis <br />E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />16 - 114 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 12, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 115 - The following items were discussed in Public Work Session: <br /> <br />1. Second Quarter Events and Entertainment - LaVoris Pace, Interim Deputy City <br />Manager <br /> <br />-Dr. Patton, City Manager, reminded City Council that 1 of 2 project proposals <br />submitted to the Virginia Port Authority for the $1million award was for Portside. <br /> <br />2. The Chief’s 100 Day Plan - Chief Tonya Chapman, Police Chief <br /> <br />-Councilman Cherry asked that a report be brought back to City Council on how to <br />decrease the lengthy time period it takes to get an officer in uniform. <br /> <br />3. City Council Liaison Reports - <br /> <br />-Mayor Wright - <br /> <br /> Senior Citizens Volunteer of the Year Awards Luncheon. <br /> <br />16 - 116 - Motion by Ms. Psimas, and seconded by Dr. Whitaker, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.7 of the Code of Virginia, for the <br />purpose of consulting with legal counsel employed by the City on specific matters <br />requiring the provision of legal advice by such counsel, specifically regarding the City <br />Attorney’s regular report to City Council on the activities of his office; and <br /> <br /> <br />-pursuant to Virginia Code subsections 2.2-3711 A.1 and A.7 for the purpose of <br />discussing assignment, appointment, promotion, performance, demotion, and <br />salaries of employees of a public body and for the purpose of consulting with <br />legal counsel employed by the City on specific matters requiring the provision of <br />legal advice by such counsel, specifically regarding potential claims related to the <br />Virginia Retirement System; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where <br />such consultation in open meeting would adversely affect the negotiating or <br />litigating posture of the City, specifically regarding (1) the relocation of the <br />Confederate monument at the intersection of Court Street and High Street and <br />(2) claims by the Estate of Walter Brown against the City and by the Estate of <br />William Chapman against Stephen Rankin and/or the City; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />assignment, appointment, promotion, performance, demotion, and salaries of <br />employees of a public body, specifically regarding realignment within the Fire <br />Department. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> <br /> <br />
