March 22, 2016 <br /> <br />Next Steps Following Council Action: <br /> <br /> Signing of the contract with Transformation Consulting. LLC. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that item 16-95 be deferred until <br />the statistical data used to support the program is reviewed. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Cherry, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH TO CONTRACT WITH <br />TRANSFORMATION CONSULTING, LLC PURSUANT TO A COOPERATIVE <br />PROCUREMENT CONDUCTED BY THE SCHOOL BOARD OF THE CITY OF <br />PORTSMOUTH FOR THE PURPOSE OF DEVELOPING A POLICY GOVERNING <br />THE UTILIZATION OF MINORITY AND WOMAN OWNED BUSINESS ENTERPRISES <br />(M/WBE). <br /> <br />WHEREAS, <br /> in 2011 the School Board of the City of Portsmouth, Virginia <br />conducted a procurement for the development of a procurement policy governing the <br />utilization of minority and woman owned business enterprises (M/WBE); and <br /> <br />WHEREAS, <br /> the School Board included Cooperative Procurement language <br />authorizing other public bodies to utilize its procurement pursuant to Section 2.2-4304 of <br />the Virginia Code; and <br /> <br />WHEREAS, <br /> Transformation Consulting, LLC was the successful offeror; and <br /> <br />WHEREAS, <br /> it has been determined that it is to the City of Portsmouth’s <br />advantage to utilize cooperative procurement procedures and contract with <br />Transformation Consulting, LLC at a contract price of $45,000 for the development of an <br />M/WBE procurement policy; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City Manager is authorized on behalf of the City to execute a contract <br />with Transformation Consulting, LLC at a contract price of $45,000 for the development <br />of a procurement policy governing the utilization of minority and woman owned business <br /> <br />enterprises.” <br /> <br />Ayes: Cherry, Edmonds, Whitaker, Wright <br />Nays: Moody, Psimas <br /> <br />16 - 96 - Adoption of a resolution authorizing the City Manager to execute a <br />Memorandum of Understanding with the Portsmouth Port and Industrial <br />Commission and various other documents related to 3930 Burton’s Point Road. <br />Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br /> <br /> In October 2014, PPIC took title to a 6-acre parcel at 3920 Burtons Point Road <br />from the Portsmouth School Board (the “PPIC Property”). PPIC and the City then <br />entered into agreements with EPA and DEQ to incorporate the PPIC Property into the <br />Atlantic Wood Superfund Site remediation program. <br /> <br /> Under the remediation program, EPA is placing materials from other areas of the <br />Superfund Site on the PPIC property and ultimately creating a berm which it will cap <br />with clean soils. This will make the property marketable for development. <br /> <br /> PPIC now may have the opportunity to acquire an 8-acre parcel adjacent to the <br />PPIC Property (the “Vane Property”) for its assessed value ($409,900). <br /> <br /> EPA and DEQ have indicated that they would support incorporating the Vane <br />Property into the Superfund Site on the same terms and conditions as the PPIC <br />Property. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
