<br />March 22, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 22, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 86 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 22, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 87 - The following items were discussed in Public Work Session: <br /> <br />1. FY 2017 Budget - <br />a) Capital Improvement Program Highlights - Judy Duffy, Project Manager <br /> <br />-Councilman Cherry asked for an update on how much has been spent on the <br />Effingham Fire Station settlement. <br />b) Community Development Block Grant (CDBG) HOME Program Highlights - <br />Robert Baldwin, Director of Planning <br /> <br />-Vice Mayor Psimas asked for information regarding the request for funding by <br />South Bay Apartments. <br /> <br />-Mayor Wright asked for a briefing on how well the funds for CDBG are being <br />spent. <br /> <br />2. Public Art Briefing: Love Statue and Granite Markers - James Wright, City Engineer <br /> <br />-Councilman Whitaker asked for a list of the proposed names to be placed on the <br />granite markers. <br /> <br />-Mayor Wright asked LaVoris Pace, Marketing and Communications Director, to <br />provide an update at the next Public Work Session on the Sunset Thursdays and <br />movies at the park. <br /> <br />3. Southeastern Public Service Authority (SPSA) Update - Cheran Cordell, Assistant <br />City Attorney <br /> <br />4. City Manager Updates - Dr. L. Pettis Patton, City Manager <br /> <br /> <br />Health Reimbursement Arrangement (HRA) Update <br /> There was a consensus of City Council to have City Manager Patton to <br /> <br />immediately resume funding of the HRA program in the amount of $1400 for <br />existing retirees. <br /> <br /> <br />Portsmouth Redevelopment and Housing Authority (PRHA) Lead Update <br /> <br />-Mayor Wright asked that City Manager Patton make arrangement to have the <br />PRHA board attend a Public Work Session. <br /> <br />5. City Council Liaison Reports - <br />- <br />Councilman Cherry - <br /> <br /> National League of Cities Conference update. <br /> <br />-Vice Mayor Psimas - <br /> <br /> State of the Port Address. <br /> <br />-Mayor Wright - <br /> <br /> Hampton Roads Transportation Accountability Commission (HRTAC) Projects <br />update. <br /> <br />16 - 88 - Motion by Dr. Whitaker, and seconded by Mr. Cherry, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.6 and A.7 of the Code of Virginia, <br />for the following purpose: <br /> <br /> <br /> <br /> <br /> <br />
