<br />March 8, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 8, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Dr. <br />Curtis E. Edmonds, Sr., *Danny. W. Meeks, Dr. Mark M. Whitaker, City Manager Dr. L. <br />Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 73 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 8, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 74 - The following items were discussed in Public Work Session: <br /> <br />1. Superfund Burton’s Point Clean-Up (Atlantic Wood Industrial Superfund Site Update) <br />- Randy Sturgeon, Remedial Project Manager, Environmental Protection Agency <br /> <br />2. City Assessor Report - Janey Culpepper, City Assessor <br /> <br />3. FY 2017 Budget Initiatives Cost Savings - Gloria Washington, Budget Manager <br /> <br />4. FY 2016 Budget Alerts - Alice Kelly, Chief Financial Officer <br /> <br /> <br /> Mayor Wright asked that Staff bring back a full report on the new model for the golf <br />courses. <br /> <br />5. HRA Option Plan - Dr. L. Pettis Patton, City Manager <br /> <br /> <br /> There was a consensus of City Council to continue with the $1400 for the HRA <br />program for this year. <br /> <br />6. Virginia Retirement System Investigation - Dr. L. Pettis Patton, City Manager <br /> <br />16 - 75 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 A.1 of the Code of Virginia, for the following <br />purpose: <br /> <br /> <br />-Discussing assignment, appointment, promotion, performance, demotion, and <br />salaries of employees of a public body; and evaluation of department, <br />specifically regarding assignments in the Fire Department and executive <br />compensation. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Edmonds, Whitaker, Wright <br />Nays: Moody, Psimas <br /> <br /> Motion by Ms. Psimas, and seconded by Dr. Whitaker, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br /> <br /> <br /> <br />
