February 09, 2016 At a Called Meeting of the City Council on Tuesday, February 9, 2016, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, *William E. Moody, Jr., Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 16 - 36 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 9, 2016 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 16 - 37 - The following items were discussed in Public Work Session: 1. Quarterly Financial Reports - Alice Kelly, Chief Financial Officer 2. FY 17 Projected Budget Forecast - Gloria Washington, Budget Manager Dr. Whitaker asked City Manager Patton when an update would be provided to City  Council regarding Post 65 retirees insurance program (Exchange Pilot Program).  City Manager Patton informed City Council and citizens that an update would be provided at the February 23, 2016 Public Work Session. Dr. Whitaker asked City Manager Patton about the Lake Kilby water treatment  contract.  City Manager Patton informed City Council and citizens that an update would be provided at a future Public Work Session. 3. Vison Statements and Guiding Principles - Dr. L. Pettis Patton, City Manager  City Manager Patton informed City Council and citizens of the swearing in ceremony for Police Chief Tanya D. Chapman, 10 a.m., Monday, February 22, 2016 in the City Council Chamber. 16 - 38 - Motion by Mr. Cherry, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 A.6 and A.29 of the Code of Virginia, for the purpose: -discussing the award of a public contract involving the expenditure of public funds and the investment of public funds where competition or bargaining is involved, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the City and the financial interest of the City, specifically regarding existing and potential future contractual relationships with the Southeastern Public Service Authority for waste disposal services. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None Motion by Ms. Psimas, and seconded by Dr. Whitaker, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council:
