<br />At a Called Meeting of the City Council on Tuesday, January 26, 2016, there
<br />were present:

<br />16 - 22 - The following call for the meeting was read:

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 26, 2016 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />

<br />16 - 23 - The following items were discussed in Public Work Session:

<br />1. FY 17 Budget Update - Gloria Washington, Budget Manager

<br />2. Phase II Downtown Restoration Option - Erin Trimyer, Public Utilities Director
<br />
<br />3. Human Resources Initiative - Elizabeth Gooden, Human Resources Director
<br />
<br />4. City Council Vision and Guiding Principles - Dr. L. Pettis Patton, City Manager
<br />
<br />5. Employee Health Insurance Plans Reconciliation - Dr. L. Pettis Patton, City Manager
<br />
<br /> Mr. Moody wanted to know the cost savings for the retirees Exchange Pilot Program.
<br />
<br />
<br />
<br /> City Manager Patton provided an update on the Exchange Pilot Program.
<br />
<br />7. Advanced Sick Leave - Dr. L. Pettis Patton, City Manager

<br />8. City Council Liaison Reports -
<br />
<br />-Councilman Meeks -
<br />
<br />-Budgeting $350,000 to the Portsmouth Redevelopment and Housing
<br />Authority for the demolition of Lincoln Park.
<br />
<br />16 - 24 - Motion by Ms. Psimas, and seconded by Mr. Meeks, to go into Closed Meeting
<br />pursuant to provisions of Section 2.2-3711 A.1 of the Code of Virginia, for the following
<br />purpose:
<br />
<br />
<br />-Discussing and considering the salaries of specific public officers, appointees,
<br />or employees of the City, specifically regarding executive compensation, and
<br />for the purpose of discussing and considering prospective candidates for and
<br />appointees to boards and commissions; and
<br />
<br />
<br />-pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of
<br />consultation with legal counsel employed by the City as to a legal matter
<br />requiring the provision of legal advice by such counsel, and for the purpose of
<br />consultation with legal counsel pertaining to actual or probable litigation,
<br />where such consultation in open meeting would adversely affect the
<br />negotiating or litigating posture of the City, specifically regarding City of
<br />Portsmouth, Virginia v. South Norfolk Jordan Bridge, LLC, Portsmouth Circuit
<br />Court case numbers CL 15002064-00 and 01.
<br />
<br />The motion was adopted by the following vote:
