<br />January 12, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 12, 2016, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 04 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 12, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 05 - The following items were discussed in Public Work Session: <br /> <br />1. Introduction of New Department Heads: <br />Daniel Jones, Information Technology Director <br />Mark Furlo, Parks and Recreation Director <br /> <br />2. City Waterline and Railroad Right-A-Way Update - Erin Trimyer, Public Utilities <br />Director <br /> <br />3. Lake Kilby Filter Replacement Project Briefing - Erin Trimyer, Public Utilities Director <br /> <br />4. Master Utility Project - Erin Trimyer, Public Utilities Director <br /> <br />5. Seawall Boardwalk Update - Dr. L. Pettis Patton, City Manager <br /> <br />6. City Council Vision and Guiding Principles- Dr. L. Pettis Patton, City Manager <br /> <br />7. City Council Liaison Reports - <br />- <br />Vice Mayor Psimas - <br /> <br /> Economic Development Authority update. <br /> <br />16 - 06 - Motion by Dr. Whitaker, and seconded by Mr. Cherry, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.6 and A.7 of the Code of Virginia, <br />for the purpose: <br /> <br /> <br />-discussion or consideration of the investment of public funds where competition <br />or bargaining is involved, where, if made public initially, the financial interest of <br />the City would be adversely affected, and for the purpose of consultation with <br />legal counsel employed by the City as to a legal matter requiring the provision of <br />legal advice by such counsel, specifically regarding The Commons at Portsmouth <br />Center; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where <br />such consultation in open meeting would adversely affect the negotiating or <br />litigating posture of the City, specifically regarding claims by the Estate of Walter <br />Brown against the City and by the Estate of William Chapman against Stephen <br />Rankin and/or the City; and <br /> <br /> <br />-pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />the performance of a member of City Council. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> <br />
