January 12, 2016 At a Called Meeting of the City Council on Tuesday, January 12, 2016, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 16 - 04 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 12, 2016 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 16 - 05 - The following items were discussed in Public Work Session: 1. Introduction of New Department Heads: Daniel Jones, Information Technology Director Mark Furlo, Parks and Recreation Director 2. City Waterline and Railroad Right-A-Way Update - Erin Trimyer, Public Utilities Director 3. Lake Kilby Filter Replacement Project Briefing - Erin Trimyer, Public Utilities Director 4. Master Utility Project - Erin Trimyer, Public Utilities Director 5. Seawall Boardwalk Update - Dr. L. Pettis Patton, City Manager 6. City Council Vision and Guiding Principles- Dr. L. Pettis Patton, City Manager 7. City Council Liaison Reports - - Vice Mayor Psimas -  Economic Development Authority update. 16 - 06 - Motion by Dr. Whitaker, and seconded by Mr. Cherry, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 A.6 and A.7 of the Code of Virginia, for the purpose: -discussion or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the City would be adversely affected, and for the purpose of consultation with legal counsel employed by the City as to a legal matter requiring the provision of legal advice by such counsel, specifically regarding The Commons at Portsmouth Center; and -pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding claims by the Estate of Walter Brown against the City and by the Estate of William Chapman against Stephen Rankin and/or the City; and -pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing the performance of a member of City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None
