<br />December 8, 2015 <br /> <br />At a Called Meeting of the City Council on Tuesday, December 8, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />15 - 426 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 8, 2015 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />15 - 427 - The following items were discussed in Public Work Session: <br /> <br />1. Introduction of New Department Heads: <br />Mallory Butler, Economic Development Director <br />Alice Kelly, Chief Financial Officer <br />Elaine Breathwaite, Director of Behavioral Healthcare Services <br />Erin Trimyer, Director of Public Utilities <br /> <br />2. Annual Audit Report - Cherry & Bekaert - Krista Edoff, CPA / Laura Harden, Senior <br />Manager <br /> <br />3. Schools Quarterly Financial Report - Christopher Steele, Assistant Superintendent <br />for Budget and Planning <br /> <br />4. Council Vision Principles - Dr. L. Pettis Patton, City Manager <br /> <br />5. Disparity Study Update - Solomon H. Ashby, Jr., City Attorney <br /> <br />15 - 411 - Motion by Dr. Whitaker, and seconded by Mr. Meeks, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.3 of the Code of Virginia, for the <br />purpose: <br /> <br />- <br />Disposition of publicly held real property, where discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the <br />public body, specifically regarding 4300 George Washington Highway (Tax Map <br />461, Parcels 8 through 11); and <br /> <br />- <br />pursuant to Virginia Code subsections 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where <br />such consultation in open meeting would adversely affect the negotiating or <br />litigating posture of the City, specifically regarding the relocation of the <br />Confederate monument at the intersection of Court Street and High Street; and <br /> <br />- <br />pursuant to Virginia Code subsection 2.23711 A.1 for the purpose of discussing <br />the performance of a member of City Council. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Whitaker, Wright <br />Nays: Moody, Psimas <br /> <br /> Motion by Dr. Edmonods, and seconded by Dr. Whitaker, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> <br /> <br /> <br /> <br />
