November 24, 2015 <br /> <br /> WHEREAS, <br />the United States Congress deals with a broad range of issues that <br />affect local government both directly and indirectly; and <br /> <br />WHEREAS, <br /> the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, <br />these concerns need to be made known to Portsmouth's <br />congressional delegation so that they may be transmitted for consideration by the <br />Senate and the House of Representatives. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Portsmouth, Virginia, that it endorses the attached Legislative Package for <br />consideration by the 114th Congress and directs that both this Resolution and the <br />Legislative Package be forwarded to the City’s congressional representatives. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager and/or her designee(s) are <br />hereby authorized and directed to provide necessary input and clarification during the <br />th <br />114 Congress session and to carry out other activities as needed to assist in attaining <br /> <br />the goals and objectives contained in the City’s 2016 Legislative Package.” <br /> <br />Ayes: Cherry, Moody, Psimas, Wright <br />Nays: Edmonds <br /> <br />- New Business - <br /> <br />15 - 419 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />15 - 420 - Items Submitted by Council Members <br /> <br /> Mayor Wright thanked churches and organizations in the community for giving to <br /> <br />those that are in need during the holidays. <br /> <br /> Vice Mayor Psimas spoke on the following events: <br /> <br />- <br />Grand Illumination Parade. <br />- <br />Winter Wonderland opening Thanksgiving weekend. <br />- <br />Farmer’s Market open each Saturday until December 19, 2015. <br />- <br />Small Business Saturday this Saturday, November 21, 2015. <br /> <br /> Dr. Edmonds informed citizens and City Council of Woodrow Wilson High School’s <br /> <br />invitation to the Gator Bowl and asked citizens to help to raise funds for the trip. <br /> <br /> Mayor Wright spoke on the Veteran’s Day Memorial Celebration. <br /> <br /> <br />15 - 421- Report on Pending Items <br /> <br />There were no pending items. <br /> <br />15 - 422 - Non-Agenda Speakers <br /> <br />1. Betty Ashberry, 5118 Cobblehill Road, voiced her concern with what she believes is <br />rude behavior by City Council towards the media. <br /> <br />2. Steve Carroll, 3112 Riveredge Drive, voiced his concern with the past actions of the <br />School Board and asked for continued oversite by City Council. <br /> <br />3. Pam Kloeppel, 501 Elizabeth Place, voiced her concern with the disarray of the <br />Historic Preservation Commission. <br /> <br />4. Sheriff Bill Watson, 701 Crawford Street, asked that more contracts be awarded to <br />businesses in the City. <br /> <br /> <br /> <br /> <br />
