November 24, 2015 At a Called Meeting of the City Council on Tuesday, November 24, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 15 - 409 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 24, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 410 - The following items were discussed in Public Work Session: 1. School Appropriation Update - Judith Duffy, Acting Chief Financial Officer 2. FY 2017 Budget Process - Gloria Washington, Budget Manager 3. City Council Liaison Reports - - Vice Mayor Psimas -  Economic Development Authority owned property update. - Councilman Moody -  Portsmouth Port and Industrial Commission update and recommended Randy Sturgeon with the Environmental Protection Agency come to a future Public Work Session.  Boat Ramp update 4. Winter Wonderland Activities Report - Dr. L. Pettis Patton, City Manager 15 - 411 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 A.7 of the Code of Virginia, for the purpose: - Consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding City of Portsmouth v. South Norfolk Jordan Bridge, LLC, filed in Portsmouth Circuit Court as Case Number 740CL15002064-00; and - pursuant to Virginia Code subsections 2.2-3711 A.6 and A.29 for the purpose of discussing the award of a public contract involving the expenditure of public funds and the investment of public funds where competition or bargaining is involved, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the City and the financial interest of the City, specifically regarding existing and potential future contractual relationships with the Southeastern Public Service Authority for waste disposal services.
