Vision Principles: A Robust Economy for Working Men and Women, <br />Quality of Life and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE UNITED STATES DEPARTMENT <br />OF AGRICULTURE THROUGH THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES IN THE AMOUNT OF $20,000 AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2015-16 SOCIAL SERVICES FUND FOR THE PURPOSE OF FUNDING A <br />PART TIME POSITION UNDER THE ELEVATE SNAP EMPLOYMENT AND <br />TRAINING PROJECT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />15 - 402 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />15 - 403 - Items Submitted by Council Members <br /> <br /> Mayor Wright spoke on the following: <br /> <br />- <br />Congratulated Portsmouth Public School students in the VEX Robotics program <br />for qualifying for the state championship. <br />- <br />Wished all veterans a Happy Veterans Day and thanked them for their service. <br /> <br /> Vice Mayor reminded citizens and City Council of the Veterans Day events, 11 a.m., <br /> <br />November 11, 2015 at the end of High Street. <br /> <br /> Mr. Cherry informed citizens and City Council of the Veterans Day event at Norfolk <br /> <br />State University where he was the emcee. <br /> <br /> Dr. Whitaker asked that the discussion of the Cultural Arts District include input from <br /> <br />the Portsmouth Colored Community Library, Emanuel A.M.E. Church and the <br />Truxton community. <br /> <br /> <br /> Dr. L. Pettis Patton, City Manager, assured the citizens and City Council that <br />discussions on the Cultural Arts District would include all of Portsmouth. <br /> <br /> Dr. Whitaker suggested, with the consensus of City Council, that City Attorney <br /> <br />Ashby meet with members of the school system and necessary staff to draft the <br />M/WBE (Minority and Women Owned Business Enterprise) policy contract and <br />that this policy be presented at the November 24, 2015 City Council meeting. <br /> <br /> Mr. Moody, with the consensus of City Council, asked that the City Manager be <br /> <br />authorized to look into combining the school system and City of Portsmouth health <br />plans. <br /> <br /> <br /> Dr. L. Pettis Patton, City Manager, informed citizens and City Council that she, along <br />with Superintendent Bracy, is working on a plan to combine the school system and <br />City of Portsmouth health plans. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
