October 27, 2015 Motion by Dr. Edmonds, and seconded by Mr. Cherry to close nominations and the above nominations were adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 15 - 385 - Items Submitted by Council Members Mayor Wright spoke on the following:  - Congratulated high schools for successful homecoming events. rd - Government conversation with 3 graders in Ms. Heath’s class at Westhaven Elementary School. - Jumpstart Read for the Record National Event. - Accreditation of schools. - Oath of Office Ceremony for City Attorney Ashby. - United Nations Day. Vice Mayor Psimas spoke on the following:  - Successful Safe Trick or Treat event in Olde Towne. - Olde Towne Ghost Walk Friday, October 30, 2015. - Coast Guard Day November 7, 2015 Mr. Moody spoke on the following:  - Recognition of School Board member Patillo by Inside Business as one of the “Top 40 Young Business People under 40”. - Asked City Manager Patton to provide update on the boat ramp.  City Manager Patton provided an update on the boat ramp.  City Manager Patton informed City Council and citizens of Portsmouth receiving the Distinguished Budget Presentation Award given by the Government Finance Officers Association and Karen Bento receiving the Certificate of Recognition for Budget Presentation. 15 - 386- Report on Pending Items There were no pending items. 15 - 387 - Non-Agenda Speakers 1. Bette Ashberry, 5218 Cobblehill Road, thanked City Council for honoring Woodrow Wilson High School’s football team. She also voiced her concern with comments made by a member of Council at the October 13, 2015 City Council meeting. 2. Stephen Hogg, 222 Charles Avenue, responded to comments made by Councilman Whitaker at the October 13, 2015 City Council meeting. 3. Captain Bryon Wilson, 1126 Alcindor Road, spoke on the Sheriff’s Academy. 4. Sheriff Watson, 701 Crawford Street, voiced his concern with comments made at the October 13, 2015 Public Work Session. 5. John Wright, 4005 Manchester Road, voiced his opposition to the need for a minority and women owned business enterprise program in the City. Dr. Whitaker raised a point of order that the speaker had gone over his time limit and had been asked to be seated by the Mayor and Mr. Meeks calling him back to the podium to provide him extra time was an abuse of City Council Rules of Order and Procedure and asked that there be a consensus of City Council to allow him to continue his speech. Mayor Wright ruled that Mr. Meeks was out of order and asked the speaker to leave the podium.
