October 13, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 13, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager Dr. L. Pettis Patton, Interim City Attorney Cheran D. Cordell. <br /> <br />Reverend Canon Frederick Walker opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Edmonds, and seconded by Dr. Edmonds, to approve the minutes <br />of a Called Meeting of September 22, 2015, and of a Regular Meeting of September 22, <br />2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> Special recognition by Mayor Wright of the Woodrow Wilson High School football <br />team. <br /> <br />- City Manager’s Report - <br /> <br />15 - 357 - Adoption of an ordinance to appropriate $28,750.45 in the FY 2015-16 <br />General Fund from the Unassigned Fund Balance of the General Fund for use by <br />the Department of Libraries for the Universal Service Schools and Libraries <br />Program.: <br /> Vision Principle Lifelong Learning Community. <br /> <br />Background: <br /> <br /> The universal service Schools and Libraries Program, commonly known as the <br />E-rate Program, helps ensure that schools and libraries can obtain telecommunications <br />and Internet access at affordable rates. <br /> <br /> The Schools and Libraries (E-rate) Program provides discounts on eligible <br />telecommunications, Internet access, and eligible equipment, products and services for <br />eligible schools and libraries. <br /> <br /> E-Rate funds have served as a means of keeping library technology and e- <br />services current. <br /> <br /> The Department of Libraries spent $45,686.45 in FY15, leaving an unspent <br />balance of $28,750.45. <br /> <br />Discussion: <br /> <br /> <br /> These E-Rate funds are earmarked specifically for public library use. <br /> <br /> Safeguarding the integrity of universal service program activities involves <br />important responsibilities for both USAC and Schools and Libraries (E-rate) program <br /> <br />participants. <br /> <br /> Libraries will remain in compliance with Federal Communications Commission <br />(FCC) standards. <br /> <br />Financial Impact: <br /> <br /> Adoption of the ordinance will allow Libraries to continue to enhance technology <br />for our citizens. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />Motion by Mr. Meeks, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
