September 22, 2015 <br /> <br />Wetland Board <br /> <br />Donald Smith to be appointed to fill a term ending May 31, 2018, replacing Stephen <br />Bruce, Jr. <br /> <br />*Dr. L. Pettis Patton to replace John Rowe on the following Boards and <br />Commissions: <br />Hampton Roads Regional Jail <br />Hampton Roads Planning District Commission <br />Transportation District Commission of Hampton Roads (Alternate) <br />Newport Development Authority <br />Community Policy & Management Team <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Cherry, to close nominations, and <br />the above nominations were adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 348 - Items Submitted by Council Members <br /> <br /> Mayor Wright welcomed those in attendance to the Commissioner of the Revenue <br /> <br />Conference. <br /> <br /> Vice Mayor Psimas requested that a resolution be drafted to honor the <br /> <br />accomplishments of Miss Cynthia Brown with the Woodrow Wilson High School <br />football team. <br /> <br /> Dr. Whitaker suggested, with consensus of Council, that Mayor Wright meet with the <br /> <br />City Attorney and necessary staff to draft the M/WBE (Minority and Women Owned <br />Business Enterprise) contract. He also informed citizens and City Council of <br />Portsmouth Redevelopment and Housing Authority’s (PRHA) decision to be more <br />inclusive in contracting legal services. <br /> <br />th <br /> Mr. Cherry informed City Council and citizens of the 150 Anniversary of Zion <br /> <br />Baptist Church. <br /> <br /> Mr. Moody informed City Council and citizens of Woodrow Wilson High School’s <br /> <br />Band invitation to participate in the Gator Bowl and asked that citizens help in raising <br />funds for that trip. <br /> <br /> Mayor Wright informed citizens and City Council of the ribbon cutting ceremony for <br /> <br />the new playground at Hodges Manor Elementary School. <br /> <br />15 - 349- Report on Pending Items <br /> <br />There were no pending items. <br /> <br />15 - 350 - Non-Agenda Speakers <br /> <br />1. Joe Wright, 1451 Welcome Road, voiced his concern with personal attacks and <br />expressed his continued belief in hope for the City. <br /> <br />2. Betty Ashberry, 5218 Cobblehill Road, asked that City Council take into <br />consideration the concerns of those that attended that Community Meeting. <br /> <br />3. Barry Randall, 500 Oak Street, voiced his concern with the police involved shootings <br />in the City. <br /> <br />4. Jay Moore, 5008 Fable Avenue, suggested that the City be more transparent and <br />allow for more citizens involvement. <br /> <br /> <br /> <br /> <br /> <br />
