September 8, 2015 At a Called Meeting of the City Council on Tuesday, September 8, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis Patton, Interim City Attorney Cheran D. Cordell. 15 - 319 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 8, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 320 - The following items were discussed in Public Work Session: 1. Introduction of Mark Palamarchuck, Acting Director of Parks and Recreation 2. Report by Independent Auditor on Waste Management Expenditures - Krista Edoff, CPA, Cherry Bekaert 3. City Council Liaison Reports - - Councilman Cherry -  Requested that staff look at re-implementing the Housing Use Permit which would allow City Council to be part of the process of approving multi-family development. 15 - 321 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginiafor consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation…§2.2-3711A.7 and; Discussion and consideration of prospective candidates for appointment to boards and commissions and discussion, consideration, performance of specific appointee\[s\] or employee\[s\] of any public body... §2.2-3711A.1 The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None Motion by Mr. Cherry, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None
