August 25, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 25, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, Interim <br />City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell. <br /> <br />Pastor Ronald Thompson opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of August 11, 2015, and of a Regular Meeting of August 11, 2015, and <br />was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 306 - Presentations: <br /> <br /> <br /> <br /> Special flag presentation to the City of Portsmouth by David Somers. <br /> <br /> <br /> Presentation of a photograph by Vice Mayor Psimas to Mayor Wright of the Coast <br />Guard Cutter Eagle. <br /> <br /> <br /> <br /> Presentation of lapel pins to newly appointed board and commission members. <br /> <br />- Public Hearing - <br /> <br />15 - 307 - Public hearing on the Comprehensive Plan: <br /> <br />CP-15-01 CITY-WIDE - The City of Portsmouth seeks approval of a Floodplain <br />Management Plan that provides guidance for managing and reducing <br />flood hazards and outlines strategies for flood prevention for the coming <br />years. The plan identifies flooding issues and makes recommendations to <br />assist in determining at risk status, reducing flood damage, and reducing <br />recovery time after a flooding event. Vision Principles: Neighborhoods <br />and a Sense of Community and Quality of Life. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Meeks, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CP-15-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />15 - 288 - Use permits: <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />resolution approved on first reading at the August 11, 2015 meeting, and was adopted <br />by the following vote: <br /> <br />15-288 (a): <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-15-07) FOR A FRATERNAL LODGE <br />AT 21 CAVALIER BOULEVARD. <br /> <br /> <br /> <br /> <br />
