<br />August 25, 2015 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 25, 2015, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, <br />Interim City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell. <br /> <br />15 - 303 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 25, 2015 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />15 - 304 - The following items were discussed in Public Work Session: <br /> <br />1. M/WBE (Minority and Women Owned Business Enterprise) Policy Implementation <br />Briefing - Lee Brazzell, Chief Executive Officer, Transformation Consultants <br /> <br />2. Discussion on SPSA (Southeastern Public Service Authority) Post 2018 <br /> <br />3. Update on City Water Line and Railroad Right-a-Way - Erin Trimyer, Interim Public <br />Utilities/General Services Director <br /> <br />4. Briefing on School Appropriation - Judy Duffy, Interim Chief Financial Officer <br /> <br />15 - 305 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed <br /> <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginiafor <br />consultation with legal counsel and briefings by staff members or consultants pertaining <br />to actual or probable litigation…§2.2-3711A.7 <br /> <br />Discussion and consideration of prospective candidates for appointment to <br />boards and commissions and discussion, consideration, performance of specific <br />appointee\[s\] or employee\[s\] of any public body... §2.2-3711A.1 <br /> <br />and; <br /> <br /> Discussion or consideration of the investment of public funds where competition <br />or bargaining is involved, where, if made public initially, the financial interest of the <br />governmental unit would be adversely affected…§2.2-3711A.6. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Cherry, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
