August 25, 2015 At a Called Meeting of the City Council on Tuesday, August 25, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, Interim City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell. 15 - 303 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 25, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 304 - The following items were discussed in Public Work Session: 1. M/WBE (Minority and Women Owned Business Enterprise) Policy Implementation Briefing - Lee Brazzell, Chief Executive Officer, Transformation Consultants 2. Discussion on SPSA (Southeastern Public Service Authority) Post 2018 3. Update on City Water Line and Railroad Right-a-Way - Erin Trimyer, Interim Public Utilities/General Services Director 4. Briefing on School Appropriation - Judy Duffy, Interim Chief Financial Officer 15 - 305 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginiafor consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation…§2.2-3711A.7 Discussion and consideration of prospective candidates for appointment to boards and commissions and discussion, consideration, performance of specific appointee\[s\] or employee\[s\] of any public body... §2.2-3711A.1 and; Discussion or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected…§2.2-3711A.6. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None Motion by Ms. Psimas, and seconded by Mr. Cherry, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
