August 11, 2015 Recommended Action: Adoption of the resolution, Vision Principles: Neighborhoods and a Sense of  Community, A Robust Economy for Working Men and Women. Next Steps Following Council Action: Sign and forward appendices to VDOT.  Motion by Mr. Meeks, and seconded by Dr. Edmonds, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION COMMITTING $250,000 IN FUNDS APPROPRIATED IN THE FY 2015-16 CAPITAL IMPROVEMENT FUND AS MATCHING FUNDS FOR A $250,000 GRANT IN REVENUE SHARING FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION TOWARDS THE DESIGN FOR THE REPLACEMENT OF THE PARADISE CREEK BRIDGE. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby commits the sum of $250,000, previously appropriated in the FY 2015-16 Capital Improvement Fund for bridge maintenance activities, as matching funds for a $250,000 grant in revenue sharing funds from the Virginia Department of Transportation towards the design for the replacement of the Paradise Creek Bridge.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright Nays: None - New Business - 15 - 296 - Boards and Commissions There were no appointments. 15 - 297 - Items Submitted by Council Members Motion by Mr. Cherry, and seconded by Ms. Psimas, to add an item to the agenda, and was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright Nays: None Motion by Dr. Edmonds, and seconded by Mr. Cherry, to appoint Dr. Lydia Pettis Patton as City Manager of the City of Portsmouth effective September 1, 2015 and that the Mayor acting for and on behalf of the City Council of the City of Portsmouth is authorized and directed to sign an employment contract which will be distributed in connection with this motion, and was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright Nays: None Vice Mayor Psimas spoke on the following:  th - Coast Guard 225 Birthday Celebration. th - 80 Birthday Celebration of Tom Butler. - Sunset Thursday at Portside 6:30-8:30 p.m. - Friday Shagging at Portside event 6:00-9:00 p.m. Dr. Edmonds informed citizens and City Council of the passing of Pastor Gregory  Thomas, Senior Pastor of First Baptist Elm Avenue.
