June 23, 2015 Staff Recommends:  Adoption of an ordinance to accept and appropriate and authorize expenditure of $28,141 in funds as provided to the Sheriff's Office by the State Compensation Board. Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action:  The Sheriff or his designee will disburse these funds as appropriate. Motion by Dr. Edmonds, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: ORDINANCE TO APPROPRIATE $28,141 OF FUNDING RECEIVED FROM THE “ STATE COMPENSATION BOARD IN THE FY 2015-16 GENERAL FUND OPERATING BUDGET TO FUND PART-TIME POSITIONS IN THE SHERIFF’S DEPARTMENT.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 15 - 248 - Adoption of an ordinance to appropriate $93,460.78 of funding received from the United States Drug Enforcement Administration in the FY 2015-16 Asset Forfeiture Fund for the Sheriff’s Department. Vision Principle: Efficient, Responsive Government. Background:  The Portsmouth Sheriff's Office receives Federal Asset Forfeiture Funds from the DEA. Discussion:  Allows the Sheriff's Office to purchase law enforcement equipment, donate funds to the Drug Court, make improvements to the Jail, purchase computer equipment, purchase anti-drug coloring books and crayons for school kids, and other items necessary within the guidelines set forth in the Equitable Sharing Guide. Financial Impact  There is no negative financial impact incurred by the City of Portsmouth. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO APPROPRIATE $93,460.78 OF FUNDING RECEIVED FROM THE UNITED STATES DRUG ENFORCEMENT ADMINISTRATION IN THE FY 2015-16 ASSET FORFEITURE FUND FOR THE SHERIFF’S DEPARTMENT.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 15 - 249 - Adoption of an ordinance to amend Article I of Chapter 35 of the Code of the City of Portsmouth, Virginia (2006) by adopting a new Section 35-9.1 pertaining to a personal property tax exemption for certain motor vehicles owned by eligible disabled veterans.
