June 23, 2015 <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas <br />Nays: Whitaker, Wright <br /> <br />- City Manager’s Report - <br /> <br />15 - 245 - Adoption of an ordinance to appropriate $655,981 in the FY 2014-15 <br />Capital Improvement Fund from the FY 2014-15 Donations Fund for the continued <br />implementation of the Electronic Health Records System for the Department of <br />Behavioral Healthcare Services. <br />Vision Principle: Neighborhoods and a Sense of <br />. <br />Community <br /> <br />Background: <br /> <br /> The EHR system is a component of a strategic plan by the Virginia Department <br />of Behavioral Health and Developmental Services Consumer Record Workgroup for <br />implementation of electronic health record systems among community services boards, <br />state facilities, other health care providers, consumers and family members by June <br />2012. <br /> <br />Discussion: <br /> <br /> DBHS appropriated $1,300,000 in the Donations Fund. City Council authorized <br />this project with the adoption of Ordinance No. 2009-104 at a meeting on October 27, <br />2009. <br /> <br /> This is an on-going project; there are numerous implementation phases in an <br />EHR system to provide secure, protected and available patient information to be used <br />for medical and non-medical purposes. <br /> <br /> The Donations Fund was closed in FY2014, necessitating that this project be <br />moved to the Capital Improvement Budget. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the General Fund. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance to approve appropriations of $655,981 to the Capital <br />Improvement Fund. Vision Principle: Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> If the requested appropriation is approved, the Director of BHS will ensure the <br />proper disbursement of funds for the continuing implementation of an EHR system. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIAE $655,981 IN THE FY 2014-15 CAPITAL <br />T <br />IMPROVEMENT FUND FROM THE FY 2014-15 DONATIONS FUND FOR THE <br />CONTINUED IMPLEMENTATION OF THE ELECTRONIC HEALTH RECORDS <br />SYSTEM FOR THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 246 - Adoption of an ordinance to realign FY 2014-15 classification funding <br />for the Portsmouth Public Schools Operating Budget. <br />Vision Principles: Quality <br /> <br />of Life and Lifelong Learning Community. <br /> <br />Background: <br /> <br /> As part of the Fiscal Year 2014 – 2015, City Council adopted an ordinance to <br />appropriate funding by category to the Portsmouth Public School System. <br /> <br /> This ordinance required that if the Portsmouth School Board need to move funds <br />across categories, then the board must request approval from City Council before doing <br />so. <br /> <br /> <br /> <br /> <br /> <br /> <br />
