<br />At a Called Meeting of the City Council on Tuesday, June 23, 2015, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, *Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, Interim City Manager J.
<br />Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell.
<br />
<br />15 - 241 - The following call for the meeting was read:
<br />
<br />th
<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 23, 2015 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />Mayor Wright made the following statement:
<br />
<br />“As you know, the Council has been recruiting for a City Manager and we are
<br />now preparing for interviews. Pursuant to Virginia Code section 2.2-3711(B), during this
<br />open session of Council, we would like to announce that closed meetings will be held at
<br />an undisclosed location within fifteen days thereafter for the purpose of interviewing
<br />candidates for the position of Portsmouth’s Chief Administrative Officer.”
<br />
<br />15 - 242 - The following items were discussed in Public Work Session:
<br />
<br />1. Briefing on upcoming events/Portside - Lavoris Pace, Director of Marketing,
<br />Communications and Tourism
<br />
<br />2. Seawall Update - James Wright, City Engineer
<br />
<br />15 - 221 - Motion by Ms. Psimas, and seconded by Dr. Whitaker, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the
<br />following:
<br />
<br />-
<br />Consultation with legal counsel and briefings by staff members or consultants
<br />pertaining to actual or probable litigation, where such consultation or briefing in
<br />open meeting would adversely affect the negotiating or litigating posture of the
<br />public body; and consultation with legal counsel employed or retained by a public
<br />body regarding specific legal matters requiring the provision of legal advice by
<br />such counsel as per Section 2.2-3711 A.7.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br /> Motion by Dr. Edmonds, and seconded by Dr. Whitaker, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.

<br /> The motion was adopted by the following vote:
