<br />At a Called Meeting of the City Council on Monday, June 22, 2015, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, Interim
<br />City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell.
<br />
<br />15 - 235 - The following call for the meeting was read:
<br />

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, June 22, 2015 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />15 - 236 - The following items were discussed in Public Work Session:
<br />
<br />1. Introduction of Dennis Mook, Interim Police Chief – J. Brannon Godfrey, Jr., Interim
<br />City Manager
<br />
<br />Mayor Wright made the following statement:
<br />
<br /> “As you know, the Council has been recruiting for a City Manager and we are
<br />now preparing for interviews. Pursuant to Virginia Code section 2.2-3716(B), during this
<br />open session of Council, we would like to announce that closed meetings will be held at
<br />an undisclosed location within fifteen days thereafter for the purpose of interviewing
<br />candidates for the position of Portsmouth’s Chief Administrative Officer.”
<br />
<br />2. Briefing by Port of Virginia – Sarah McCoy, Manager of Local Government and
<br />Community Affairs, Virginia Port Authority
<br />
<br />3. Presentation on the Disparity Study – Marilyn Wiley, Dr. Vince Evan and Vernetta
<br />Mitchell, MGT of American, Inc.
<br />
<br />15 - 237 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 for the following purposes:
<br />
<br />Consultation with legal counsel and briefing by staff members or consultants
<br />pertaining to actual or probably litigation, where such consultation or briefing in open
<br />meeting would adversely affect the negotiating or litigating posture of the public body;
<br />and consultation with legal counsel employed or retained by a public body regarding
<br />specific legal matters requiring the provision of legal advice by such counsel.
<br />(2.2-3711 A.7); and
<br />
<br />Discussion, consideration, or interviews of prospective candidates for
<br />employment; assignment, appointment, promotion, performance, demotion, salaries,
<br />disciplining, or resignation of specific public officers, appointees, or employees of any
<br />public body; and evaluation of performance where such evaluation will necessarily
<br />involve discussion of the performance of specific individuals (2.2-3711 A.1).

<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Meeks, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which
<br />the Closed Meeting was convened
<br />
