<br />At a Called Meeting of the City Council on Tuesday, June 9, 2015, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, *Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr.,
<br />Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker,
<br />Interim City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell.
<br />
<br />15 - 219 - The following call for the meeting was read:
<br />

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 9, 2015 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />15 - 220 - The following items were discussed in Public Work Session:
<br />
<br />1. Golf Fund Update - Nita Mensia-Joseph, Deputy City Clerk
<br />
<br />2. PER Properties Update - Robert Baldwin, Director of Planning / James Wright, City
<br />Engineer / Mallory Kahler, Interim Economic Development Director
<br />
<br />15 - 221 - Motion by Ms. Psimas, and seconded by Dr. Whitaker, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the
<br />following:
<br />
<br />-
<br />Discussion, consideration, or interviews of prospective candidates for
<br />employment; assignment, appointment, promotion, performance, demotion,
<br />salaries, disciplining, or resignation of specific public officers, appointees, or
<br />employees of any public body; and evaluation of performance where such
<br />evaluation will necessarily involve discussion of the performance of specific
<br />individuals per Section 2.2-3711 A.1.; and
<br />
<br />-
<br />Consultation with legal counsel and briefings by staff members or consultants
<br />pertaining to actual or probable litigation, where such consultation or briefing in
<br />open meeting would adversely affect the negotiating or litigating posture of the
<br />public body; and consultation with legal counsel employed or retained by a
<br />public body regarding specific legal matters requiring the provision of legal
<br />advice by such counsel per Section 2.2-3711 A.7.

<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br /> Motion by Mr. Cherry, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
