May 26, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 26, 2015, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., *Danny W. <br />Meeks, Dr. Mark M. Whitaker, Interim City Manager J. Brannon Godfrey, Jr., Interim <br />City Attorney Cheran D. Cordell. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Dr. Edmonds, and seconded by Dr. Whitaker, to approve the minutes <br />of a Called Meeting of May 11, 2015, of a Called Meeting of May 12, 2015, and of a <br />Regular Meeting of May 12, 2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Whitaker, Wright <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />15 - 196 - Public hearing on a code amendment application: <br /> <br />(a) CA-15-01 CITY-WIDE - Proposed amendments to Chapter 14 of the Code of <br />City of Portsmouth pertaining to Flood Protection. The proposed <br />amendments modify references to the latest Flood Insurance Rate <br />Maps (FIRMs) to become effective in June, 2015. These maps <br />include an increase in the Base Flood Elevation (BFE) based on an <br />in-depth series of studies by the Federal Emergency Management <br />Agency (FEMA). The amendments will also mention sea level rise <br />for the first time. Other changes include: adding a Coastal A Zone <br />and Limits of Moderate Wave Action (LiMWA), proposes a <br />freeboard of 3 feet above the BFE, designates a Floodplain <br />Administrator, and modifies other provisions recommended or <br />required to maintain eligibility under the National Flood Insurance <br />Program. Vision Principle: A Robust Economy for Working Men <br />and Women. <br /> <br />There were no speakers. <br /> <br />Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to concur with the <br />recommendation of the Planning Commission that CA-15-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Whitaker, Wright <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />15 - 196 - Use permit: <br /> <br />15-196 (b): <br /> <br /> Motion by Mr. Cherry, and seconded by Dr. Whitaker, to adopt the following <br />resolution and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-15-04) TO CONSTRUCT A <br />RESTAURANT WITH A DRIVE-THROUGH FACILITY AT 1501 FREDERICK <br />BOULEVARD. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
