<br />May 26, 2015 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 26, 2015, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, *Dr. Curtis <br />E. Edmonds, Sr., Dr. Mark M. Whitaker, Interim City Manager J. Brannon Godfrey, Jr., <br />Assistant City Attorney Jeff Miller. <br /> <br />15 - 202 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 26, 2015 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />15 - 203 - The following items were discussed in Public Work Session: <br /> <br />1. Parks and Recreation Commission - Naming of the new Recreational Center - Dr. <br />Wanda Gill, Parks and Recreation Director <br /> <br /> New name - Portsmouth Community Cultural and Sports Complex <br /> <br />2. Update on the Floodplain Management Ordinance - Meg Pittenger, Environmental <br />Manager, Department of Neighborhood Advancement <br /> <br />3 Briefing on School Categorical Realignment - Chris Steele, Assistant Superintendent <br />for Budget and Planning / Dr. Elie Bracy, Schools Superintendent / Judy Duffy, <br />Interim Chief Financial Officer <br /> <br />4. Willett Hall Update - Nita Mensia-Joseph, Deputy City Manager / John Spencer, <br />Livas Group Report <br /> <br />5. Council Liaison Reports - <br />- <br />Vice Mayor Psimas - <br /> <br /> Asked for an update on the Churchland Bridge. <br /> James Wright, City Engineer, provided an update on the following <br />o <br />a. Seawall Repair <br />b. Churchland Bridge Project <br />c. Turnpike Road Project <br />- <br />Mayor Wright - <br /> <br /> Asked for an update on the Behavioral Healthcare Building. <br /> <br />15 - 204 - Motion by Mr. Cherry, and seconded by Dr. Whitaker, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss <br />the following: <br /> <br />- <br />The award of a public contract involving the expenditure of public funds, including <br />interviews of bidders or offerors, and discussion of the terms or scope of such <br />contract, where discussion in an open session would adversely affect the <br />bargaining position or negotiating strategy of the public body as per Subsection <br />2.2-3711 A.29. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> Motion by Dr. Edmonds, and seconded by Ms. Psimas, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> <br /> <br /> <br /> <br />
