May 12, 2015 <br /> <br />Portsmouth Public Schools <br /> <br /> On March 30, 2015, the City Manager presented the Proposed Fiscal Year 2015 <br />-2016 Operating Budget to City Council, including recommended City funding for School <br />operations. The budget was discussed in Council Work Sessions during April and May, <br />and public hearings on the proposed budget were held on April 28. Council has <br />indicated that they want to appropriate the School budget by category, on a quarterly <br />basis. The attached Ordinance will need to be adopted in order to appropriate both the <br />Total School Budget and the City’s local funding for education, which is paid from the <br />General Fund. <br /> <br />Discussion: <br />City Operating Budget <br /> <br /> The Ordinances and Resolutions necessary to adopt the Fiscal Year 2015 – <br /> <br />2016 Operating Budget are attached to this report for City Council action as follows: <br /> <br />a. Adoption of an ordinance to amend and re-enact Ordinance No. 2014-47 to <br />impose and levy taxes for the fiscal year beginning July 1, 2015 and ending June <br />30, 2016, on real estate, tangible personal property, privately-owned pleasure <br />boats, privately-owned camping trailers and motor homes, and machinery and <br />tools within the City of Portsmouth, Virginia, for the purpose of raising revenue <br />for the support of governmental operations and the public free schools and to <br />pay principal and interest on the public debt. The ordinance increases the tax on <br />real estate of other than public service corporations and public service <br />corporations from $1.27 on each $100.00 assessed valuation to $1.30 on each <br />$100.00 assessed valuation. <br /> <br />b. Adoption of an ordinance to amend Chapter 13 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Sections 13-71 through 13-74 and <br />adding a new Section 13-75, and to amend Appendix A of said Code, to establish <br />or modify fees and classifications for emergency response services. <br /> <br />c. Adoption of an ordinance to amend Chapter 7 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Sections 7-103, 7-104, 7-105, 7-105.1, 7- <br />131 through 7-133, and 7-135, and to amend Appendix A of said Code, to <br />establish or modify fees and classifications for building and other permits and <br />inspections. <br /> <br />d. Adoption of an ordinance amending Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase permit fees authorized by Chapter 32 of <br />said Code. <br /> <br />e. Adoption of an ordinance amending Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase hauling fees authorized by Chapter 22 of <br />said Code. <br /> <br />f. Adoption of an ordinance amending Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase certain site plan and erosion and <br />sediment control plan review fees and to add new fees for certain resubmissions <br />of plans and certain inspections prior to the issuance of certificates of <br />occupancy, as authorized by Chapter 40.1 of said Code. <br /> <br />g. Adoption of an ordinance adopting the FY 2015-16 Classification and Pay <br />Plan for the employees of the City of Portsmouth, Virginia that includes: (a) 2% <br />general wage increase for full-time general employees and non-seasonal, non- <br />temporary part-time general employees; and (b) 1% adjustment of retirement <br />allowances as prescribed in Sections 30-122 and 30-243 of the Code of the City of <br />Portsmouth, Virginia (2006). <br /> <br />h. Adoption of a resolution approving the Community Planning and <br />Development 2016 Annual Action Plan of the City of Portsmouth, Virginia, and <br />authorizing the City Manager to file documents required to obtain the City’s <br />Community Planning and Development Grant entitlements. <br /> <br /> <br /> <br />
