April 28, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 28, 2015, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Danny W. Meeks, Dr. Mark M. Whitaker, Interim City Manager J. Brannon <br />Godfrey, Jr., Interim City Attorney Cheran D. Cordell. <br /> <br />Pastor Kerry Knox Westerwick opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of April 13, 2015, of a Called Meeting of April 14, 2015, and of a Regular <br />Meeting of April 14, 2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> Mayor Wright on behalf of the City Council offered condolences to the Brown and <br /> <br />Chapman families. <br /> <br /> Mayor Wright asked Police Chief Hargis to give an update on the police involved <br /> <br />shootings. <br /> <br /> <br /> Chief Hargis provided an update to the citizens and City Council. <br /> <br /> <br />15 - 171 - Presentation: <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- Public Hearing - <br /> <br />15-172 Public hearing to solicit citizen comments on the Annual Action Plan. <br /> <br />There were no speakers. <br /> <br />15-173 (a) Public hearing to consider the Annual Operating Budget for <br />FY2015-2016. <br /> <br />1. Joel Rubin, 1213 Heath Cliff Drive, Va. Beach, spoke in opposition to proposed <br />decreased funding to the Virginia Sports Hall of Fame. <br /> <br />2. Sheriff Bill Watson, 701 Crawford Street, spoke in opposition to proposed decreased <br />funding to the Sheriff’s Department. <br /> <br />3. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to increased funding to the <br />schools. <br /> <br />4. Stephen Johnson, 6300 E. Virginia Beach Boulevard, thanked City Council for their <br />continued funding to the Endependence Center. <br /> <br />5. Nelson Velez, 5772 Churchland Boulevard, spoke in opposition to proposed increase <br />in the real estate tax. <br /> <br />6. Rebecca Barclay, 302 East Road, asked that City Council provide funding for <br />shelters that house abused, stray, and abandoned animals. <br /> <br />7. Jeremy Kooiman, 708 Washington Street, spoke in opposition to the proposed real <br />estate tax increase and suggested that the City sale Bide-A-Wee Golf Course as a <br />way to save money. <br /> <br /> <br /> <br /> <br />
