<br />At a Called Meeting of the City Council on Monday, April 27, 2015, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Paige D.
<br />Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr., Mark M. Whitaker, Interim
<br />City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell.
<br />
<br />15 - 162 - The following call for the meeting was read:
<br />
<br /> "Please attend a Called Meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 6:00 p.m., Monday, April 27, 2015 for the purpose of a
<br />Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."

<br />15 - 163 - The following items were discussed in Public Work Session:
<br />
<br />1. Historic Preservation Commission Appeals
<br />
<br /> Motion by Dr. Whitaker, and seconded by Mr. Meeks, to approve a request to
<br />replace slate roof with architectural grade shingles at 68 Webster Avenue, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to approve a request to
<br />replace slate roof with architectural grade shingles at 150 Webster Avenue, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />Motion by Dr. Whitaker, and seconded by Mr. Meeks, to approve a request to
<br />replace slate roof with architectural grade shingles at 1053 Naval Avenue, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />2. Budget Discussions
<br />
<br />15 - 164 - Motion by Ms. Psimas, and seconded by Dr. Whitaker, to go into a Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 for the following purposes:
<br />
<br />Consultation with legal counsel and briefings by staff members pertaining to
<br />actual or probable litigation, where such consultation in an open meeting would
<br />adversely affect the negotiating or litigating posture of the City and consultation with
<br />counsel employed by and/or retained by the City regarding a specific legal matter
<br />requiring the provision of legal advice by such counsel as permitted by section 2.2-
<br />3711 (A) (7) of the Code of Virginia.
<br />
<br />The motion was adopted by the following vote:

<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />Motion by Dr. Edmonds, and seconded by Mr. Moody, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />
