February 24, 2015 At a Called Meeting of the City Council on Tuesday, February 24, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 15 - 81 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 24, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 82 - The following items were discussed in Public Work Session: 1. City Assessor Report - Janey Culpepper, City Assessor 2. Citywide Hiring Practices - Toni Smaw-Bembry, Director, Human Resource Management 3. Civil Service Commission - Cheran Cordell, Deputy City Attorney  City Manager Rowe informed City Council that due to inclement weather the 7 p.m. Regular City Council meeting should be canceled. There was a consensus of City Council to cancel the 7 p.m. Regular meeting and move all items from that agenda to March 3, 2015. 4. Briefing by the Chiefs - - Fire Recruitment Plan - Chief Barfield Councilman Whitaker called a point of order asking that the City Manager conclude  his remarks. Mayor Wright ruled that the City Manager could continue with his remarks.  - Police Recruiting Plan - Chief Hargis 5. Rating Agency Trip Update - John Rowe, City Manager 6. City Council Liaison Reports - - Councilman Whitaker -  Categorizing of School Board Budget 15 - 83 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711for the following purpose: Discussion concerning the disposition of publicly held real property in the Downtown area of the City, as permitted under Subsections A.3 and A.7; and Discussion concerning City Council appointees, as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
