<br />February 10, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 10, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, Dr. Curtis <br />E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City Manager John L. Rowe, <br />City Attorney George M. Willson. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Dr. Edmonds, and seconded by Ms. Psimas, to approve the minutes of <br />a Called Meeting of January 26, 2015, a Called Meeting of January 27, 2015, and of a <br />Regular Meeting of January 27, 2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Psimas, Wright <br />Nays: Whitaker <br /> <br />- Public Hearing - <br /> <br />15 - 66 - Public hearing on a use permit and rezoning applications: <br /> <br />(a) UP-15-01 DOWNTOWN - Request of Justin Verville for a use permit for a <br />child day care center at 450 Dinwiddie Street (Monumental United <br />Methodist Church). The property is designated as Mixed Use <br />Downtown on the City’s Comprehensive Plan’s Generalized Future <br />Land Use Map. Vision Principles: Lifelong Learning Community, <br />and Neighborhoods and a Sense of Community. <br /> <br />1. Laura Verville, 600 Crawford Street, spoke in support of this item. <br /> <br />2. Justin Verville, 600 Crawford Street, spoke in support of this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-15-01 be approved, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />b) Z-15-01 GLENDALE - Request of George P. Moody to rezone 0.304 acres <br />located at 3433 & 3435 Portsmouth Boulevard from General Mixed <br />Use (GMU) to Urban Residential (UR) in order to construct two <br />single family residences. The property is designated as <br />Commercial on the City’s Comprehensive Plan’s Generalized <br />Future Land Use Map. Vision Principle: A Robust Economy for <br />Working Men and Women. <br /> <br />1. George Moody, 901 Flintfield Crescent, Chesapeake, spoke in support of this item. <br /> <br /> Motion by Ms. Psimas, and seconded by Dr. Edmonds, to defer Item 15-66(b), to <br />the March 10, 2015 City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
